RILayer is an independent product of SamSoyombo Career Pathways Ltd. It is not affiliated with, endorsed by, commissioned by or operated on behalf of any public-sector employer, public agency, careers service, skills body, education authority, regional partnership or statutory service.
Boundary Statement
RILayer does not use public-sector access or relationships.
RILayer does not use confidential information, clients, employer contacts, internal documents, systems, data, privileged access or relationships from any employment role. RILayer is developed and deployed through independent business, enterprise and organisational routes.
2026 Deployment Boundary
To maintain independence, RILayer’s 2026 first-phase deployment activity is focused outside Scotland’s public-sector skills environment. This protects public trust, avoids confusion and allows RILayer to build clean evidence through independent organisational routes.
What RILayer Does Not Do
RILayer is not a public-sector service.
What RILayer Does
RILayer provides organisational decision-governance infrastructure.
It helps organisations structure judgement, evidence, readiness, risk, escalation and accountability before action is taken.
